On December 12, 2019, the 3rd Forum on ASEAN-China Private Higher Education Development and Cooperation and the 1st Annual Meeting of ASEAN-China Alliance of Private Higher Education Institutions (ACAPHEI) were successfully held at the University of Sanya(USY). As an international exchange platform for higher education initiated by USY in response to the Belt and Road Initiative, it has continued to receive support from ASEAN-China Center (ACC), Southeast Asian Ministers of Education Organization and the Regional Center for Higher Education Development (SEAMEO RIHED) and the China-ASEAN Education Cooperation Week (CAECW) for three consecutive years. More notably, the Secretary General of Shanghai Cooperation Organization (SCO) was invited to the forum for the first time to discuss new practice and blueprints for transnational cooperation in private higher education with more than 60 guests from China and ASEAN countries. Taking the forum as a fulcrum, USY has set up a new channel for cooperation among universities in SCO countries and ASEAN-China private universities.

Private universities in various countries have established extensive dialogues and exchanges programs on education and teaching in Sanya, and it has gained the continuous attention and support for three consecutive years from ACC, SEAMEO RIHED and CAECW. This "endorsement" just shows that this is a good platform which advocates that the friendship between nations lies in the mutual affinity of the people. The forum is not only a dynamic practice of continuously pushing reform and opening up in the field of China's private higher education, it is also considered by the industry and academia as a more flexible, dynamic and rich educational cooperation under the Belt and Road Initiative. At the same time, it is also a concrete embodiment of the forum ’s host place - Hainan giving full play to the “latecomer advantage” after Guangxi, Yunnan, Guizhou and etc, taking advantages of the construction of the free trade zone (port) when cooperating with ASEAN countries. This kind of discussion in academic circles should be corroborated by the SCO Secretary General's first attendance of the forum this year.

The Charter of the ACAPHEI was deliberated and signed at the annual meeting. USY became the Chair Institution of ACAPHEI, and the Secretariat of ACAPHEI is now permanently located in USY. The president of USY, Prof. Lu Dan was elected to be the Chair of the ACAPHEI. The chairman of Association of Private Higher Education Institutions of Thailand and the president of Siam University, Pornchai Mongkhonvanit, was elected as the Rotational Co-Chair. USY signed the cooperation agreement with several famous private universities from ASEAN countries, such as Universiti Tunku Abdul Rahman (Malaysia), Yarsi University (Indonesia), Sripatum University (Thailand), focusing on the development prospect of a "mutually-centered and mutual-campus" to actively build the "ASEAN-China Education Community".

Educational cooperation is one of the key elements of the people to people exchanges. The theme of this forum is “New Practice, New Blueprint, Innovation Focus and Effectiveness of ASEAN-China Private Higher Education Cooperation in the Context of the Belt and Road Initiative’. All participants would share their successful experience and practice of higher education development, find the points and highlights of educational cooperation to create a new common blueprint and implement innovative actions. Then, the mechanism of cooperation of ASEAN-China private higher education institutions will be improved.

Prof.Dan Lu, Vice President of China Private Education Association and President of University of Sanya, said in his welcome address “Human civilization begins from communication and exchanges. The more frequent and deeper exchanges would lead to a higher level of human civilization. Education plays a significant role.” He warmly welcomes all participants and delegates. Then, he expressed that nowadays with the developments of traffic and technology and our changing views；there will be no more boundaries for cooperation in the future. Moreover, Hainan will gain a special opportunity under the Chinese economic development plans. In the future, there will be more preferential policies for Hainan which is helpful for provide more opportunities for ASEAN-China private universities to cooperate with each other, share regions, experience, beneficial platforms and educational products. He believed that under the joint efforts of SEAMEO(Southeast Asia Education Minister Organizations), SCO and CAECW, sharing high quality educational resources, interacting with each other and being each other’s center could achieve our goals of higher education and the visions of future education.

In her opening speech, Mrs. Tan Pin, Vice Mayor of Sanya, claimed that “As we all know, Sanya plays an important role on the Belt and Road Initiative with the development of Hainan as a free-trade zone as well as Sanya’s green environment, long history and preferential policies. So Sanya will continue to create opener and more active platforms in offering opportunities for universities in ASEAN, SCO and China to communicate and cooperate.” On behalf of Sanya’s government, she would like to warmly welcome all the guests and delegates from all over the world and congratulate them for the opening of this forum and the first annual meeting of the alliance. Moreover, she also said that Sanya municipal authorities will continue to support the international development of the University of Sanya and his cooperation and exchanges with ASEAN and SCO universities. She believed that this forum would be helpful for China and ASEAN to explore new idea, new areas and new methods for higher education which could contribute to create new forms of cooperation.

As the special VIP guest to the Forum, H.E.Mr. Vladimir Norov, Secretary General of SCO congratulated the opening of this forum. He announced that Shanghai Cooperation Organization always adhered to the principles of mutual trust, mutual benefit, equality and consultation, respected the diversity of civilizations and pursued the same achievements. China and ASEAN countries have made important contributions to world civilization. Facing the new significant international evolution, educational exchanges has become more necessary. It is of great significance to learn from the experience of exchanges and cooperation between private universities of China and ASEAN countries. The University of Sanya is one of the fastest growing and competitive private universities in China. It is pleasant to see that excellent conditions have been created for students: the comfortable campus of the University has everything necessary for studying and living. The University of Sanya has cooperated with SCO member States universities more deeply. H.E.Mr. Vladimir Norov expressed his hope that through the participation to this forum, SCO universities could also join in the cooperation and exchange between China and ASEAN universities and explore more opportunities to achieve effective goals.

Dr. Chantavit Sujatanond has demonstrated in her speech that "The ASEAN-China Private Higher Education Development and Cooperation Forum is committed to the development of higher education in China and ASEAN countries, promoting cross-border connectivity among universities and promoting sustainable development of education." Center Director of the Southeast Asian Minister of Education Organization Regional Centre for Higher Education and Development (SEAMEO RIHED) Dr. Chantavit Sujatanond thanked the University of Sanya for organizing this activity and for exploring the cooperation and communication in the field of higher education. The world is becoming more integrated and borders are expanding, also through the strengthening of the Belt and Road initiative, and we are excited by what we can achieve together. Thus, higher education must fit the fast changes of our modern society. Creative methods could help students improve their ability of lifelong learning. Private higher education has the unique advantage to lead innovation, creation and to meet market needs. It provides students with more opportunities to improve their development skills and broaden their global horizons. Moreover, private higher education helps to train global citizens and leaders for a prosperous future, and shape future sustainable regional integration.

“As one of the outstanding private higher education institutions in China, The University of Sanya has provided this platform for three years in helping the communication between different counties, which is truly commendable.” On behalf of the Secretariat of the Organizing Committee of the China-ASEAN Education Cooperation Week（CAECW）, Baoli Liu congratulated the opening of this forum. He showed that recently the cooperation between China and ASEAN presented a good tendency with a momentum of “a hundred schools of thought sing and a hundred flowers strive to bloom”, which has effectively promoted the flow and exchanges of people from all countries. In the future, the forum will open up new opportunities and prospects for the higher education development and cooperation in the context of the Belt and Road Initiative , and look forward to building the forum into a well-known brand of regional cooperation in private higher education.
During the Forum, university presidents and institution representatives from Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippine, Singapore and Thailand discussed the new opportunities and challenges in the development of ASEAN-China private higher education, and directly addressed the development problems and challenges . In his keynote address, Dr. Fasli Jalal, President of the University of YARSI, former vice minister of the National Education of Indonesia, analyzed the important role of knowledge innovation in higher education which could enhance national competitiveness in Indonesia's transformation. He said that higher education must meet market needs, overcome regional differences and ensure the quality of international education. “The internationalization of education is not only the cooperation between people and institutions, but also the flowering of seeds which creates a better future for mankind and the foundation of people's welfare."

Dr. Andrew Chua Soon Kian, Dean of the east Asia institute of management in Singapore, argues that every country needs the synergy and cooperation of local and regional high quality higher education resources and institutions, both public and private, to create a continuous pipeline of talents that will provide a stable and sufficient supply to meet expected and future demand. "We have implemented the pedagogy of the new blended learning (NBL), with the extensive use of smart technology for learning to think critically, experiential learning, and research-based learning, in an effort to provide quality education to our students so they can effectively master the new skills that will be needed in the future to be able to work in the digital global economic environment."

Mrs. Zoe Che, Vice President of the University of Sanya, said in an interview that "we hope that under the Belt and Road Initiative, China and ASEAN countries will discuss the best way to develop private higher education, in order to consolidate partnership and the deep friendship built in this forum. We should pay more attention to the classic cases for cross national cooperation and combine everybody's wisdom together to print a blueprint for future collaboration. We also have to explore a more detailed plan of action, enhance communication and exchanges of cross-cultural experience and university life between Chinese students and ASEAN students, which could broaden students’ international vision." It is worth mentioning that this year, Shanghai Cooperation Organization has also participated in the private higher education cooperation between China and ASEAN, which helps to create new mode of cooperation and exchange. This will certainly open up a new prospect of multiform and broader collaboration for China, ASEAN and SCO universities.
